Usually you can't just go to any orthodontist and say take my braces off you need the doctor who put them on or least an official file transfer to another doctor before you can do that plus don't forget Retainers costly, I am sensing something between your ortho who did your orginal work and you.
Reply:I work for an orthodontist. If there is a financial issue behind this..please talk to the orthodontist. They are able to work with you. They are doctors and are required to work with you. I have seem my Dr take very minimal payments and continue the treatment. Your teeth are an important thing! Communicate with the Dr. and staff. They want the best for your smile. When one of our patients comes in and talks to us about hardship we are all caring and helpful...not hatelful...I am sure the staff where you are will help. If you have moved..then contact a nearby ortho and they should be happy to help you at a low cost too!

Call General Practice Dentists, sometimes they do Ortho procedures and would be less expensive then a specialist. Try a Dental School, The students can do this while the Instructor advises.
